PPWR Declaration for Compliance

The upcoming Packaging and Packaging Waste Regulation (PPWR) introduces a new level of transparency and accountability across the entire packaging value chain. A key element of this regulation is the Declaration of Compliance (DoC), which, from August 2026 onwards, must accompany packaging materials placed on the EU market. This document confirms that packaging meets strict requirements related to recyclability, material composition, and environmental performance, making it a critical enabler for market access.

For converters and brand owners, the DoC is not just a formal requirement; it is a complex, data-driven obligation that depends heavily on the quality and reliability of information provided by material suppliers. Incomplete or inaccurate data can lead to compliance risks, delays, or even barriers to commercialization.

In accordance with Article 16 of PPWR, Koehler developed a material declaration document for every Koehler NexPlus® product where all information required for customers to verify compliance with the Regulation is provided. This includes disclosure of the material composition, fibre characteristics and substances relevant for PPWR assessment. These details form the basis for the conformity assessment required under PPWR (Regulation (EU) 2025/40) and fulfil the legally mandated supplier information obligations for upstream economic operators and can be sent only under request. In this document is for example clarified that no PFAS (Per- and Polyfluoroalkyl Substances) is intentionally added.

The final Declaration of Compliance therefore depends on the combined assessment of all elements, including the converting processes. In addition, the brand owner’s strategy —such as recyclability targets, material reduction, or specific performance requirements—directly influences the selection of appropriate materials that can meet their expectations and therefore is the material declaration so important.
